Six zero-friction commitments

5	Short	Small response bodies — it saves your context
6	Never rots	Permanent URLs; fields are only added, semantics never changed

Items 1 and 5 are structural: a competitor selling more data cannot offer keyless access, nor make the response smaller.

Stable identifiers

Rules: <domain>-<NN> (e.g. SEC-01). Pages: /en/agentstate/rules/<ID>/. Closed sets; new values bump the version. Identifiers are never borrowed across product lines.
